Description/Blazon
ld, a red star superimposed by five white radiating stylized arrows barbed at either end counterchanged; at center a blue star, all enclosed on either side by a blue bipartite scroll doubled red inscribed "PROVIDING QUALITY" on the dexter side and "CUSTOMER SERVICE" on the sinister side in white; at bottom a green wreath of oak sprigs. All encircled by the designation "CIVILIAN PERSONNEL OPERATIONS CENTER" at top in blue and "ARMY NATIONAL CAPITAL REGION" at bottom in red letters.

Symbolism
Red, white and blue are our National Colors. The counterchanged colors of the star and arrows represent the Civilian Personnel Operations Center's partnership with the Department of the Army organizations to which it provides civilian personnel support. The central star emphasizes the centralized functions as well as excellence in service. The arrows indicate the processing of information, both in and out of the Civilian Personnel Operations Center as well as symbolizing interaction with people and other agencies. The oak wreath reflects strength and growth.
